Hulk is the Vanguard out of all the "good" ones with the most positive matchups by far. Not Mag, not Strange, not Thing, not Emma.
Most of his positive matchups are all around 54% or higher. His positive matchups trend towards being more positive than other Vanguards as well.
Compare Hulk to Emma for example. 3x 54% winrate, 2x 55% winrate. Emma's only positive vs Vanguards is 50% and 52%. You can then do the same for the other roles with both heroes.
Emma supposedly being some insanely overpowered Vanguard head and shoulders above the others doesn't hold water. Not in terms of data, not in design and not in practice.
This is all because it goes back to the same way bans are done in ranked. People ban things based on how annoying they are to fight or if when they get killed by them they get annoyed. The same is true for (bad/ignorant) players perception of what is good or not.
Bad/Ignorant players will be more frustrated when killed by Emma than Hulk.
