QoH Don (and cracker Faust) is the only thing good about Charge
The status is the problem
Fix charge, when everyone is charge then no one is
3 skills is unsustainable for gain/usage that even Crack Faust will sandbag if she gets bad skill lineups
Charge should provide offense levels up to adjacent units and allow those who can't generate to piggyback off allies charge, so you know, the status has some synergy with itself outside of "this ego gives people charge"
