meth is a crystal, and powder is literally just the crystal but smashed into a powder so i think you're misunderstanding what powders are, they're literally just tiny tiny rocks/crystals/particles

if you're gonna dissolve meth in water, you'd wanna first weigh out a chunk of crystal and break it apart and add/remove lil crystal chunks until it's the weight/dose you want, then crush up the crystal so it dissolves better/quicker, then you can put it in the water
