this is how it used to be. its not "impossible", or difficult. it was literally the default option. the ability to host your own server and play "online" only games locally is 25 year old+ code.

its like building a fucking bicycle from scratch and getting it complete and realizing you forgot to install the...pedals. you would of put in the local multiplayer feature in REALLY early to TEST IT before you had a REAL ONLINE MULTIPLAYER.
