Warmongering is actually a function of democracy working as intended, producing policy that makes systems benefiting voters. War is a big jobs creator, as are prisons and schools. Efforts presented as having one goal always turn into some voter getting paid. End homelessness? Turn that into a social work pipeline that gives a voter incurable cases. Without democracy we could do actions that motivated by the will of the leader, but the likelihood of the leader having stupid ideas is very high.
