if you've played the game long enough to be at a point where your Union Level is high enough to be leveling characters up to 70, then you should already be at the point in the quest where you have that region unlocked. If you somehow still aren't there, however, I believe you can at least get some of the flowers you need by doing her tutorial simulation or whatever its called. I think this is in part Kuro's way of saying their players should actually play the story, because that's where most of the budget goes into, but yea I get why it's kinda lame they offer characters you can pull on but have some of their stuff gated behind content, but I guess just play the game? You can still do the quest with low level characters, because questing content is easy
