You could argue a lot of the problem is that Blizz barely ever enforces their rules because they see that as a threat to their bottom line. As long as they're getting a cut, they drag their feet. And that's just what's in game and obvious. I bet the % of people who do dungeon/raid carries that have also RMT'd is nearly 100% because Discord is the best RMT enabler. Banning everyone who ever RMT'd without scamming would probably ban over 50% of the whales of this game and cost Blizz a huge % of their revenue lol.
