Ignoring all the meta shit, Falcone because he's really just a regular business-like human mobster. He's destined to lose and/or die really early, way before most of the other characters in that list even debut so that kinda hampers things.
Pingwin is also Falcone but a bit more over the top in most iterations, I guess he would be the most ideal realistically.
