Rare likes flexing their "Balls-hard NES game" reputation from time to time, as well as their more trollish personality (see for example, the unreachable chocolate piece in Conker). Brits be brits.
They don't always decide to give players CBT though, but they still like to troll players.
Banjo Kazooie for example I don't consider to be as hard as other Rare games but it still has that company's edge in a way (and I don't mean edge as in edgy as that game is more "wholesome" in personality despite still trolling players)
