Sorta.
The migrant laborer is subsidized slave labor for the ruling class. They work at artificially low wages that keep labor costs down because they don't pay taxes and they take advantage of government programs that subsidize their housing, food, and healthcare.
The migrant worker isn't lazy, he's working a job and he's getting by using the tools available to him. The real villain here is the employer who is having the tax payer subsidize a foreign migrant because they don't want to pay an American a living wage.
