Uboa is just some spoopy JPG that pops up after spamming the lights and teleports you somewhere. No explanation what the fuck it or its connection to Poniko.
At least Gaster (assuming he's mysteryman) is an actual character that Toby is building off and has a prominent role in Deltarune's story. It helps how he has canon dialogue and background info, two things Uboa, and pretty much every other character in Yume Nikk, lacks.
