i'd actually say 8 has the most difficult chapter out of the two, and overall they're about even on normal mode.
FE8 hard mode is a pretty good starting point i'd say. the real hard mode for FE7 (hector hard mode) is only unlocked after beating the game twice, and that's the only part that is harder than FE8 really, but you probably don't want to play the same game three times in a row if it's your first one. also the FE7 tutorial is actually mind numbingly boring and holds your hands too much, so i find FE8 a more interesting starting point personally. you can't really go wrong with either though.
