Ivy took out multiple criminal gangs (one of which Wraith considered tough competition) so that at least makes her a tier above Wraith. Kelvin is like some legendary adventurer with a personal connection to Seven so I think he should be bumped up. Calico is "the world's most dangerous woman" according to rumour so she should at least be higher than infernus (who used to be a badass apparently)
Dynamo doesn't seem that powerful despite his accident, he's at least not as dangerous as Geist who is definitely second after Seven. Bebop is also apparently stronger than he is in the ring: I suppose being a giant robot is quite an advantage against "organics".
