Because Valve doesn't give a shit anymore. It's easier to just make a funny themed background from an artist they pay than to create an entire event. Especially since the last handful of team events ended up being heavily weighted in favor of 'meme' options and didn't make them fun to compete in like that dog race one from a few years back. Plus those events usually had coupons if you did stuff and Valve doesn't want to give coupons anymore.
