The sword of sharpness in 5e has a 1 in 400 chance to dismember by default, probably because the designers REALLY didn't want players to have to interact with dismemberment. A system which has dismemberment as part of gameplay (and not a rare almost unheard of effect) should make it likely to occur on any hit that deals enough damage, rather than only on an innately restricted set of hits. Warhammer 40k (FFG books) have randomized hit locations, but injuries only happen when wounds are depleted, so dismemberment usually ends the fight, or happens before the following bullet in the burst kills for good. On 1 in 20 attacks you can sacrifice 30 to 50% of its damage to cut off one of the enemy limbs.
Meaning on average you would get it around once per encounter at higher levels. In most cases it would be absolutely useless since you have no way to control who actually gets critted and gets their limb cut off. And in cases of enemies with non-standard amount of limbs it's even more fluff over substance.
You basically created a flavor feat that would almost never be taken since dealing more damage reliably removes enemy from the fight faster and more consistently than delimbing them on a crit. With a few corner cases around big bosses.

I was going to say this, Lankhmar and other S&S stories admit of the protagonists using minor magical spells or rituals (Kane and Elric are both powerful sorcerers but neither is a central example of the genre), so it should it should be an option for the PCs to have access to minor magic. It's probably best reserved for one character in the group, though, and shouldn't be thought of as a core element of character choice like it is in most fantasy games. When he's captured by a wizard that one time and imprisoned in a dungeon, the brother of one of his piracy victims finds out and tries to kill him. So yeah, REH is circumspect on Conan engaging in rapine and murder but he was definitely doing it.

My guess based on what we see of him is that he probably preferred to target assholes and the absurdly rich, and we know he is not vindictive against a defeated foe not actually engaged in perfidy. Still, Conan is without a doubt a murderer and a thief.

We've used Conan and Fafyrd and the Grey Mouser for game inspiration. We've used LOTR for game inspiration. We've used 2018 downtown Seattle for game inspiration. All of these have been insufficient.
