You know when it's the county or city fixing something because they'll hire-out a private company and the road/ditches/bridges etc. will be paved/fixed in 3 days. When it's Federal money ot turns into a 5 year project where some fat white bitch, or fat nigger gets to stand around holding a stop sign for 8 hours making $35/hr.
