It has outdated game design and isn't as fun to play anymore since gaming has evolved quite a bit in the past 20 years. The only solution would be TF3 but there's absolutely nothing Valve could do to satisfy TF2 players. There's a reason they hasn't moved on. TF2 players want only to play TF2 because they like how it plays while majority of fps community doesn't. They think if Valve starts dropping updates again this will revive the game but it's absolutely 100% won't. It's just not very fun game. That's literally it.
