it worked with zero problems till this july by using win7 legacy steam
now they introduced a new compression algorithm and its erroring updates and download of games that were updated to it
you can use last Vxkex to update Win7 Legacy to Win 10 (current) steam(you can copy paste win 7 legacy and then update it, just make sure you have games and programs in outside steam folder in separate steam library folder) to update and download them
the old client still run games well and you can even use VxKex to run some games that do not run on Win7(not all tho), its only have problems with SOME updating
