Well, because of Disc2, they actually stuck the landing.
A of shittier games would have made Disc 1 into Game 1, get cancelled or fail to materialize game 3 or game 4 because gameplay isn't strong enough.

Having hardware that allows them to be that big, means you run into all the scope issues.
