give the party members much more presence, be it in star ocean-style private actions or having party quests, whatever makes them not just fade into the background once their arc is completed like every other JRPG

No it isn't.
The gameplay wildly faster, and more interactive, than the previous titles given its "real-time" exploration mixing with zero-transition battles.

You think "sluggish" because you've spent time collecting, organizing, equipping, tailoring, and otherwise perfecting your Gambit priorities for which action to take during which circumstances by which character under specific conditions... and then you get to sit back and watch your investment payoff (while still maneuvering the map, even fleeing the battles if desired). You take 80% of your actions pre-combat, forcibly command new actions during combat when needed, and then re-evaluate your actions post-combat.

Also worth mentioning: you don't get 12 action slots and 175 GAMBIT equipment prizes in the first 15 minutes of Final Fantasy XII. You don't even get TWO until you're basically leaving Rabanastre with half your party.
You have to collect them over HOURS AND HOURS of exploration, and they WILL NOT be perfect commands (which YOU are capable of making, instantly, given it's still action menu navigation).
