Correct, but Ukrainian demographics were the worst in the world even before the war began(3.5x more 35-year olds than 1-year olds), and after the war began, every male under the age of 18 left before their 18th birthday. The number of 18-22 year-olds in Ukraine is pretty much zero(the only ones who stayed were professionals in Kiev whose jobs are too important to be drafted). Basically, even if they lower the draft age to 18, there would basically be no one to draft.

Of course, the way Russia gets volunteers is by paying an assload of money. Which is especially attractive to people who live in the poorer parts of Russia. Which is why these "ethnic republics" are overrepresented in the Russian Army.

In contrast, 90% of Ukraine's Army are literally kidnapped off the street.

The reason Russia had to mobilize in late-2022 was because they were heavily outnumbered. These kept their lines thin, and went Ukraine did a feint into Kherson, there was basically no one defending Kharkiv.
