It's skills and interactions with either railroaded interaction (LA+LR) and incredibly high base stats (Spark in 0.1).
Have you ever noticed that there's absolutely no flat added damage to spells in PoE 2? This is so it's much easier to force you into playing what they want you to play.
Take a look at every scaling available to Spells: gem levels,inc/more damage, cast speed, crit, crit multi.
These are all strictly tied to the base stats of the Spell.
There is no way to scale any spell in a way not strictly relative to the base.
This is why you can never get something like Ice Nova as a main skill to work, it has dogshit Cast Speed and dogshit Base Damage, as a result, no matter how you try to scale Ice Nova, there will ALWAYS be a Spell that slots right in and does exactly the same thing as Ice Nova but better, because GGG decided that Ice Nova is STRICTLY and ONLY a utility skill for freezing, and they do not want you to actually build around it as a main skill.
