Marvel had a clear vision from Iron Man 1 to Endgame. Everyone at marvel, actors, executives, writers , directors put aside their own personal interests to make this vision happen (RDJ himself said this) DC did not have a 10 year vision, people came and went, all with their own self interests which achieved nothing (cavill holding out of a cameo appearance for as a negation contract).

DC understood this failure and brought in Gunn and Safran to help with the reset.
