It was to take advantage of what was apparently a bug that has been patched out for global wherein having a single frontrunner with dogshit stats/aptitude that fell to dead last would cause other horse's AI to behave strangely because they're trying to keep pace with the "frontrunner". It didn't work if there were any actually competent frontrunners in the race though. That and it's patched, so...
