What's to explain? Evolution didn't stop at the neck. The thing we call "culture" is essentially how people in a group tend to relate to one another through their shared experiences. How people relate to eachother and the world around them is a consequence of biology, since biology dictates basically everything about you.
Just to use an easy example,
>Low iq means you have a lessened ability for empathy, since all empathy is is the ability to construct mental frameworks of how other people would perceive or be affected by your actions and to take them into consideration when you act
>Therefore, racial groups with lower IQ, even if not intentionally being rude or malevolent, will not take you or your convenience into account during their day-to-day behavior, because they have no mental frame work through which to understand how another person might be affected by what they do
So a culture surrounding such a group will likely wind up being self centered, violent, prone to either performing or glorifying criminal behavior, and so forth.
