Goblins aren't a unified faction with their own territory. They don't rape livestock to exponentially increase numbers, only sentient and sapient beings which automatically limits their ability to grow since SOMEONE will eventually tell Goblin Slayer or another silver ranked adventurer to clear the little bastards out. Also "Demon Lord armies" should scattered warlords raiding Goblin Slayer's frontier town since it has plenty of farm land and townspeople to enslave.
