I shouldn't have to state the obvious, but there are countless examples that prove otherwise. It wasn't until relatively recently that we started having more acessible translation tools or AI translators with a small semblance of intelligibility.
Heck, I'm still waiting on a bunch of old AliceSoft games to get translated, and it's pretty commonplace that they're one of the biggest VN devs (with hybrid gameplay) of the industry, if not the biggest.
Even today, I was browsing DLsite through my favorite tags and managed to unbury some hidden untranslated gems (with high rating too) from an era where translation was really sparse. Those games will probably never get translated, because no one in these threads even know about them, but I am sure that they'd be popular if they were tled and brought to public attention anyway.
