actually there is no confusion here.
Saturn is often associated with "Time" because when the capture event was happening is when Time began.
before that earth was a tidal locked satellite around Saturn and there was no day and night cycle.
only when it got closer to the present sun and its system it began to appear to move in the sky.
thats when people figured out how to measure time.
