It still needs a lot of work but as a base release it's the best one they've done in fucking AGES. I think with a few more patches and (sadly) DLCs it could be by far their best game. A lot of areas need more flavor, the AI stuff's been discussed to death, colonization mechanics need to be improved, the economy needs to be reworked a bit, the Revolutionary Era in particular feels underbaked... but it's all stuff that can actually be reasonably fixed within the context of the base game. I'm genuinely shocked that modern Paradox has produced something that's both not just outright garbage at launch but also can clearly be improved without needing insane overhauls to the fundamental core of the game.
