Todd panicked over the post-TV show controversy and dropped future spoilers that the NCR is in fact, alive, at military strength, and regrouped elsewhere after the bomb hit Shady Sands a year after FNV (the chalkboard was just an extremely poor explanation of different earlier events) and we now have confirmation the NCR actual military shows up all over in Season 2 with dozens of eyewitness photos from LA. The weird depiction in Season 1 was because of stragglers and lack of show funding. The NCR took a blow, and then BoS took advantage of it, but they are still formidable elsewhere.

From the leaks everything they did to ruin lore in Season 1 was a giant ragebait they’re going to reveal was all fake in Season 2. Vault Tec didn’t drop the bombs. NCR is alive and well and they rebuild Shady Sands, their army is still alive in Vegas. House was never on Vault Tecs side. The northern NCR territories are still thriving.
