It's a GUI frontend for FFmpeg just like WebM for Retards. I'd assume HandBrake exposes more options to the user as I've never used the latter.

A maximum file size is similar to setting a bitrate that will yield that same final value. But the encoder doesn't know exactly how big the file will be when it starts the process. So it will likely end up undershooting to safely stay below the desired value. 6 megabytes is 42,000 kilobits. So divide that by the number of seconds and you have your approximate bitrate in kbps. Yes, you risk overshooting and having to run it again. But it should be pretty close.
