I'm 105% certain accounts that are to be banned will need to clear some prerequisites, and I'm also sure there's going to be a RP purchase limit, not to ban accounts which spent 1000$+ on skins/gacha despite being botted. They wouldn't want to suddenly receive hundreds/thousands of angry letters, chargebacks and deal with all that shit, especially when it's in their best interest to keep paying customers around. Question is, what will be the limit? Will they tell you? 50$ in RP? or will they go full nuclear? Can't wait to see honestly.
