IP alone doesn't do shit, they would need to look at it case by case and still would require some explanation from the "current" account owner. You could've traveled and chose to play from a different location, you could've used a VPN, you could be one of those internet providers that let you reset/acquire a new IP with just one click, and the only obvious cases are those where it's obviously not the same player skill-wise, or even just switching where your flash is. You would still prefer staying in the safe and banning guaranteed cases rather than the gray zone area ones which could case you more trouble than it's worth.

They'd know it's a different player not just because of the ip differences between someone making the account and using it but also the ingame behaviour in terms of the gameplay and what champs they play or played, etc, i would say because riot did a good job absolutely nuking the third party bot accounts they might actually do good wiping out the sold/botted and smurf accounts. I've seen some that were 100% winrate insane kda players go off their radar a couple of times and honestly would be fine if those got nuked. Obliviously there may be some false positives but those guys could easily just make a ticket to verify it was them that created the account and go through the whole process. The grey zone area will always be a thing since it's hard to determine at times so I do think the guy boosting will try to be more careful and keep selling their services same as people who get away with being passive aggressive and soft inting.

Yeah typically I zoom to level 20 and then drop out and grind to 22 and then drop out and grind to 25, the progression is abysmal but it's a good place to cushion for some actual casual games time to time when the other accounts are going full red. Also always a good time to start an acc when a new bp is in so that the grind feels a bit more worthwhile.

Riot is adding blood verification to League.
Every person who wishes to become a League player must visit their nearby Riot office and have blood drawn and then the blood will be used to sequence their DNA and compare their DNA to all the other DNA's in the database and if their dna has been used to make an account in the past that has been banned they arent allowed to make a new account and to prevent account selling the account will lock at the start of every month and the player must return for monthly additional blood draws to test if they are the original account creator and if they arent their account is taken away and they are banned from using Riot products for 10 years.

Riot is not going to ban half of their active accounts when the game is already dying. This is an obvious PR stunt to try and stop people from leaving the game. They will do anything but nerf jungle.
