Intercepting takedown with knees is still perfectly legal and with hammerfists/elbows to follow up is just as effective as a tactic. Current meta game MMA grapplers like chimaev and makhachev know how to shoot from the side, making the interception very difficult. The game has evolved to a point where it's unlikely for the wrestlers to be caught off guard with those mavuevers. And once the wrestler does get the takedown and top control, they can disengage and rain down stomps on their freshly floored opponent on the bottom. If soccer kicks and stomps were allowed in chimaev vs DDP for example, the rule change would have favoured chimaev.
