Carol and Dess are both fanatic about humans which is represented through them liking "heart-shaped objects" something only humans have. They're obsessed with everything that a human is which probably in that world holds power both metaphorically and literally, or at the very least they believe that to be the case whether true or not. It's something Noelle had as well but the interest was temporarily lost as Kris grew distant for a while before the events of the game, but it was re-awakened in the weird route as shown in her strange behavior in her room where she locked the door, closed the curtains and was slowly approaching him due to her thinking Kris wanted to reignite what they had in their childhood from his recent behavior in-between chapters.
Carol and Dess' purpose is for the heart to get a vessel, possibly not just any normal vessel and something in which the heart(YOU) could become one with. A true vessel. They and likely others from the town as a result of Carol's influence as mayor implanted YOU in Kris so that you can grow in him.
Which after they will have YOU be Noelle's consort and have many children together. They tried having Kris fulfill that role but he just seemed against it and didn't bother too much after they found YOU as a better candidate, he's still always welcome to join however should he change his mind.
