Cartels are not part of the "raza".
They terrorize local people all across Mexico. They kill, rape, rob and have ruined the reputation of the Mexican people, state and honor. They are subhuman vermin that need to be exterminated. There is no cure for them, only a bullet.
I have family back in Mexico, they've been stopped multiple times by the cartels. They've robbed them of everything they had in their car, even though they are already poor and are just trying to make a living.
