you can face seph with a lvl 8 cloud thanks to enemy skill
i managed to get beta at first chance with a minimal level team (save for aeris the exp sponge, since someone has to be alive)
i also managed to beat the dio's challenge to cloud at the battle arena (pic related), and then got omnislash (once again, using aeris)

i wish i could remember the materia i had equipped, but it was mostly hp plus, the required enemy skill, and something like added effect and odin. an mp plus or two, as well.
