The irony of your post is that Cipher quite literally, works with every single DPS in the game, except for maybe the breakers, and very well due to having a rare damage ampping modifier.
If you hypothetically got Phainon next patch, you could do a fully F2P sustainless team of Phainon/Bronya/Cipher/RMC and crush literally everything for a few versions.
