depending on where you are it might feel like you are very behind on progression but no, the game is meant to be played with base damage/health until you kill widow. I just got my first extra mask and ive killed 2 bosses since widow
if its any consolation the game has gotten a hell of a lot easier after widow. there is definitely some tuning issues that will likely get patched
