The vast majority of the general public are retarded and barely conscious, and most don't even have an internal monologue. They are like automatons that receive programming from the media and behave like everyone around them. In any unknown situation they don't know how to react and are incapable of thinking for themselves, waiting for the people with the capacity for independent thought and decision making to turn up.
I have no doubt that governments exploit this, but not for gangstalking. Mostly for manipulating society at a national and global level and maintaining order.
