It's exactly the same situation here in Finland, our capital Helsinki used to be the cleanest capital in the entire world, but no longer is.
NY Times also did a experiment in 2000 where they'd leave a wallet with cash in it in different cities in the world. In Helsinki 10/10 of the wallets were returned with all the cash intact. This also is no longer true here.
