I'd like to see Batman in a war/post-apocalyptic scenario

Say NATO and the Warsaw Pact start going at it in 1989 and this actually turns to be the big one that ends human civilization as we know and Gotham gets hit with a couple of nukes. How does Batman navigate the following collapse of all social order without compromising his own morals?

I've said this before and I'll say it again. They probably have a core of around 500 or so missiles that they keep fully operational (enough for for a counter-value strike on all three nuclear-armed NATO powers) at the expense of cannibalizing the rest which are only really functional on paper.

200-500 working warheads would be enough for a countervalue attack on US/European cities. That would easily overwhelm existing ABM defenses and you would rip out the enemy's industrial heart in the process (as well as causing some of the more fractious countries like the United States to collapse into civil war in the aftermath).

Counterforce is completely out of their league though and likely always was seeing as Russia's nuclear triad has always been slower and less accurate than its American counterpart.
