It's just 9fags taking the FBI report out of context. The FBI ballistics laboratory has a 12" penetration minimum standard for their testing where the bullet must pass through barriers such as denim, auto glass, car doors, etc. before impacts organic gelatin. 9mm was unable to meet this minimum requirement for decades until ammo manufacturers came up with the modern top of the line duty loads which usually have some sort of plastic or resin plug that helps the projectile to better keep its shape when it passes through the initial barrier in the FBI testing protocol. These are loads like Federal HST, Hornady Critical Duty, and Speer Gold Dot G2 to name a few. These newer bullets in 9mm were finally able to meet the FBI's minimum standard, which gave the FBI an excuse to move away from their problematic 40 S&W Glocks and aging Springfield Professionals. 9mm is cheaper and more politically correct being a smaller bullet, so it was an easy choice for a budget-minded government organization. Internet 9fags took the FBI's switch to mean that we now have magic bullets that make 9mm perform identical to 40 S&W and 45 ACP when that just isn't the case. 40 and 45 still have more energy, expansion, and penetration than 9mm, but the FBI considers them overkill now since 9mm can meet their 12" penetration minimum.
