if you have the right cards then you don't need to rely on borrows, they just shorten the process.
anyway, 20% chance for each skill to show up at the end. Now maybe you understand why having a 6 groundwork family tree matters, or whatever big skill you know is gonna be hot later but is hard to get. Properly prepared family tree gets you up to 35% chance at end of run (assuming only white skill is available in global) and tons of hint chances at the statues to avoid bad hint RNG.
