The conversation was about Androids 20 and 19 right? I dont think there would have been a "beam struggle" if it was Androids 17 and 18. If you remember, a lot of the focus was placed on the Androids having unlimited stamina while Bejita had constantly declining .I believe this was in preparation for the same mastered Super Saiyan from later in the arc. Gohan and Goku would have had to master Super Saiyan and beat the 2 Androids together likely without a beam clash.
