Anon, that isn't how skitarii work.
In 10th you can only have 10 man squads, which can have 1 each of all 3 spec weapons (arc rifle, plasma caliver, transuranic arquebus).
Previously, you could have 5 man squads, but they only got 1 special weapon.

The skitarii elbows are especially weak, most others are better. Ultimately it comes down to price of developing the figures. We'd get way less releases if they had more complex joints, or at least that's my thinking.
