Gale is Good when it's convenient. He opposes being cruel or selfish or brutal when he's in a position that doing those things won't inconvenience him in any way, but the second you dangle the crown in from of him, he's happy to eagerly sign up to potentially cause Karsus 2.0 and doom everyone alive just like Karsus did and he just says "Nah, I'd win" for his justification. A truly Good person would weigh the risk vs reward a bit better and would consider how their actions might affect others more.

Minsc also isn't really Neutral, he goes through a lot of effort to always oppose Evil and support Good. Back when the games tracked alignment, he was CG/NG.

Frog also depends on her story. The chart put Shart in two separate squares to represent her shift in alignment according to the player's choices, but didn't do the same thing for Asty and Lazy who have the same system in place. Spawn Asty is CN while Ascend is NE, and Orpheus frog is LN while Vlaakith frog is LE (at the start of the game before she gets her story, and in the ending where she stays with Vlaakith).

There is some leeway with Minthy being LE and NE, she does some things of both, but if I had to say one or the other I'd go with NE, since she wants a strong state for her own enjoyment, not just because she thinks evil methods are the best route to a strong state and she's the best to do it. Which is a core difference between NE and LE rulers.
