It was a product of its time. Cheap CGI was all the rage and it did not age well, but that's true of most shows from the era who used lots of CGI (Stargate Atlantis is another example).

TV shows, especially sci fi shows, didn't have the $100,000,000 budgets that the average show gets now. They were funded by struggling indie studios like NBC and 20th Century Fox, give them a break.
