RT dlcs exists to double dip on DH content they made. Implants will be in 3rd dlc because they are making them for DH and backporting to RT. This is why first 2 dlcs for RT are something that would better fit DH with Arbites, Death Cults and Genestealers. Pet class was needed for units in DH since both Corsair and Kroot team units have pets. So they designed Overseer and then put it into dlc for RT. Ogryn Bullgryn needed shields so they backported them for RT too. RT dlcs are halfway made out of stuff they need for DH, it's very efficent
Also yeah, so they don't have to make dlcs for their older game now that sequel is out. RT wasn't a sequel to Pathfinder games which had different gameplay and appeal.

It's great explicitly because it was made for DH for one reason or another. So it was supported by DH budget and they could afford to go so indepth with it.

Eldar and Kroot will get their pets in Dark Heresy since many Kill Teams use them which will show up there. So Kroot Hawk and Kroot hounds as pets for them. Eldar have their own birbs and those psychic Kots, which Yvraine has.
Kroot Farstalkers, Eldar Corsairs, Night Lords Nemesis Claw and Accursed Cultists already showed up in trailer. All other Chaos themed kill teams will show up likely as well, so Dark Commune, Fellgors, Blooded etc given the theme already. Mutating horrors (Accursed Cultists) need sorcerers (Dark Commune) and Owlcat won't pass up a chance to include enemy Ogryns when there are loyalist ones already (so Blooded).
I'm betting on more abhumans too in genereal. Ogryns are in one Kill Team with Ratlings. Squats/Votann are new "xenos" which will be in Mechanicus 2 too, GW might be pleased with their inclusion and simply they may be just interesting to explore. And they really could use that anyway.
I can't wait to see character creation or other actual info about DH. I want to know if Navigators, Techpriests and abhumans will be playable.

I also believe in my conspiracy theory that Rogue Trader dlcs are either content backported from Dark Heresy or chiefly designed to reuse their stuff in Dark Heresy. Which is why more fitting to DH Death Cult and Arbites were first dlcs, it's why pet class happened and shields were added since Bullgryn needed shield mechanic. Epione's "Scalpel Claws" might be implants from 3rd dlc and not just an ordinary item.
