I don't think most people like him more, it's more they like the saber fights with him, it introduces a lot of new things and the fight choreography is much more "spectacular" in that the duelists are all fully trained combatants, as opposed to the OG fight of a decrepit father and untrained son bashing the shit out of each other in the dark. Both fit well into the narratives they're in, but they're basically incomparable, so Maul gets a lot of love for that. Vader is an imposing, almost mythical figure, whereas Maul is a young fighter in his prime looking to prove himself to his master, almost diametrically opposed characters.
Personally, for the prequels, I much prefer Dooku and wish he'd gotten more duelling screentime. Killer stance and sick hilt.
